    Thanks a lot for that very useful information. I was under a misconception that if they lost a NPB dispute in whatever manner then they would not be allowed to leave feedback. Indeed, I can't see any reasonable reason they should be allowed to do so, but perhaps there is an angle on it that I'm not seeing...

    Think about it from the point of view of a dodgy seller, say 'seller A'. Seller A sells a lot of high end goods very quickly but never ships, he either requests bank transfers from the buyers or a cheque and f they refuse he just refunds their paypal payment and opens NPBs across the board.

    All those buyers try and defend themselves to ebay saying they have sent a cheque, or that seller has refunded their money but seller closes all the NPBs and leaves no feedback. If buyers could leave no feedback at all after any form of NPB dispute then none of them could ever warn potential new victims that the seller is a scammer.
