Looking at it from the buyer's point of view. You could scam them and take their money and not send item. The thing with the HDUK selling system there isn't any protection. If it were a low value item and someone has good feedback I would probably give them the benefit of the doubt and send first. A laptop though, I would back out and sell on ebay.0

This is very common on HotUKDeals. What you do is show feedback elsewhere like ebay (or anywhere you can verify a good trading history). You can either post your ebay user ID there, or PM it to interested parties, depending how paranoid you are. They will then message you on your ebay account to verify it's your account.
If you don't have good feedback anywhere, then most people on HUKD with lots of deals under their belts will probably ask you to post first. For the money you are talking I just wouldn't do it without being paid in advance, but it would be just as easy for you to take their money and run.

I am trying to sell my Dell M1530 laptop on another website and would like some tips!
Because I am new to that website and this one! The buyer wants me to post the laptop first before paying! I am really not sure if I should, I told them that I accept payment by Paypal and Bank Transfer. So can he just refuse to pay me and scam me?

I can see where the buyer is coming from but its just not safe.
Get them to pay via paypal as normal (ie. not gift payment). You'll have to pay fees on receiving the payment, but if it goes missing/you don't post they can claim back through paypal.0
