Need Advice on extra Pru Health Charges

Hi I don't know if anyone can give advice or help on this problem I/my partner has.
She held a policy with Pruhealth over 2 years ago for approximately 1 year. She rang Pruhealth and cancelled the policy over 1 year and 2 months ago.
Under the terms and conditions of the policy it states something along the lines of "If you cancel the policy before the end of a policy year (she was into her second year) then you might have to pay for the rest of the policy."
We are unsure of the exact wording as understandably we have thrown away the policy documents a long time ago.
We have contacted Pruhealth and asked for the terms and conditions of the policy to be sent to us and they are no claiming they can't find the exact terms as it was so long ago!
She wasn't told on the phone that she would have to pay the rest of the policy (a small amount £38) as there was technically a month left until the end of the policy. If she was told there was money left to pay she would have done it there and then.
Now 1 year and 2 months later we have received a letter telling her she owes Pruhealth £38.XX.
I can't believe that Pruhealth have waited over an entire year before deciding to charge her this amount.
Is there any kind of cut off point where a company must make a decision to actual pursue the terms and conditions of a policy and if they don't they forfeit the right to pursue?
I mean where does this end, could we have got a letter 15 years later asking for £38!?
I find it astounding that they are pursuing over a year later terms and conditions that they say they can't send us.
