cannor recieve emails in oulook express - port 110 blocked? PLZ HELP

Hi
i have been unable to recieve emails on my laptop sine yesterday.
it keeps coming up with error 0x800ccc0e - connection to the server failed. I can send emails no problems
i have not made any changes of any sort what so ever.
OS = XP
have nortons 360
have tried turing the firewall and secuirity off but no change.
have tried deleting and creating email accounts - no change.
have also tried windows live mail as opposed to outlook express but still keep getting the same error. we have tried recieving emails on our desktop computer and there was no problems.
While on the phone yesterday to the ISP i was told to do a telnet test which did not work i.e it could not connect.
have look on the net but cannot find a solution apart from the above actions which we have already done.
Can any body please advise as to why all of sudden we have this problem

Try resetting the TCP/IP stack.
Click on Start then Run then type in cmd, OK.
In the black windows which opens, type netsh int ip reset c:\resetlog.txt:doh: Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0 -

So what did your ISP advise? If you can't telnet into your account, that suggests the password but you can receive mail so that would seem to be OK. Can you access your account using web based mail and send mail?:doh: Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0

This has happened to me on a few occassions.
First thing to do is go into outlook & enter the full account & server deatils again.Not Again0 -

The fact that telnet does not work proves that it is not an OE problem, so no point doing that!

guys managed to get it working at last!!
i removed nortons 360 and it started working staight away! - funny thing is i have always had it and has never been a problem??? so why it stopped working - i dont know??
