Simple solution - take his car keys (including spares!). He won't be able to use the car then, and he'll just be convinced that he's lost them or they've gone missing somewhere. I'm not even 30 and to be honest couldn't tell you exactly where my spare car keys are...0

Its a common problem and one the police are concerned about as this group of drivers have more accidents than the 17 year-old new drivers. Usually there has to be an accident then the police will trade no prosecution for surrendering the license. There was also some talk of introducing complusory retesting at 70 and beyond but I'm not sure what happened to that.0
