yes i was quite abrupt, even rude but think about what you said. you came asking for help, were told what was required and then said 'can't'. what you meant, and have shown subsequently is 'how?'. Fair enough?
Not so long ago i would not have had a clue as to how to display an image on internet forums, so I do undertand. It really turned out to be relatively easy.
Start by uploading the image to your own PC and in 'jpeg' format.
open the file on your PC then, as someone said, right click and click 'open with' - click 'Paint'. You can use the eraser as an alternative to remove personal details. Re-save the new version in your PC.
Google 'tinypic' with google set to whole world. follow instructtions from page one there and come back at any point you get stuck.
although it seems you took exception to my post can i get stroppy again. You seem to have ignored my question about the 'title' of this 'letter' and, as far as I recall, haven'y evn said who this is from? it's all important.

Re the letter as I said I did go home and search for it, with full intention of answering the questions, but the letter is not at home, not sure where to look next but I will keep looking.
It's taken me a while to get back as at work 3 people out of 7 are on holiday this week and it's frantic, I'm eating a sandwich whilst answering and logging off in a mo. I'm also 6 weeks away from major exams so time at home is not my own either!
I do realise the fine will not 'go away' and may have to write back to the parking shop in town saying what happened without the expert advise I was after.

I finally have my 'letter' to hand, did try and photograph but its so far away that none of it is ledgible.
Brief run down if from my local Parking Service with the Borough Council logo. Say Notice to Owner in bold across the page and then give the PCN no, location of contravention, Date of Nioice and Posting is 7/5/09 Contravention is 'Parked in a restricted street during prescribed hours [01]' date and time of contravention is 4/4/09 at 11.19 then vehicle reg is correct and Fiat - Dark which is correct make but wrong colour.
It is a standard type of letter which then says (in brief) this NtoO is because you are registered owner.
The person appearing to be in charge of the vehicle was served with a PCN, which allowed 14 days for payment of 50%. Either no payment has been received or insufficient funds.
A charge of £70 is now payable by you the owner within 28 days.
You may make representations to Borough Council as to why penalty should not be paid within 28 days.
If you do not pay Penalty may increase.

If you're not going to bother showing us the NTO but still want some help, at least tell us which council it is. NeilB or another experienced member may well know if the NTO is or is not correct just from the name of the council. However, we may still need to see it to advise.

if it says either of those things it is invalid. Can you not just try and help yourself and try and get a scan done somewhere? You haven't even mentioned the name of the Council, from which we can tell a lot.0 -
