Parking fine, no ticket received

Hi, I was just wondering if anyone has come across this before, I've just received a letter saying a parking fine has not been paid and the full fee is now due, but I haven't had a parking ticket.
On checking the dates it was the day my car broke down and it was left half on the road, half on the pavement with it's hazard lights on and a note in the window saying that it was awaiting recovery.
When the car was recovered later the same day, no parking fine was on the window and so I had no idea one was issued, can I dispute this fine?

I think they are supposed to take things like breakdowns into account, so yes you probably do have reason to challenge it.
A good number of authorities allow remote ticketing - from the likes of CCTV, and in drive-offs, so yes you may well not need an original ticket.
You would be well advised to scan-up/photograph all the paperwork you do have, remove the personal details and numbers, then post them here for those who know the technicallities and individual council procedures better. See the sticky thread at the top of this forum.
Another thing I've come across in the case of breakdowns is that they ask for a copy of the recipt, invoice or other paperwork from the recovery company as proof you had broken down. Although strictly, a simple signed statement would be enough - Which is useful if you were towed by a friend. Do you have those to hand?0 -
I don't have a facility to scan so can't attach anything sorry.
It was a letter referencing a PCN number and said the full fee of £70 was now due as I haven't had any other communication I felt a ticket must have been issued as normally you have a few days to pay a half fee, but admit I hadn't thought of a remote ticket - should I have had a picture of the car for a remote ticket?
My registration and car make where given along with the location and time, although it says 'Fiat - Dark' whereas the car is silver, but I considered this inmaterial before but again could this mistake be of any use?
The original letter is at home but please let me know what details and I'll copy type any info I can.0 -
Thanks pogofish, the car was towed home by myself and my fella so I'll be prepared to get him to sign a statement if it comes to that.0

Surely you know someone with a digital camera or a phone with one? If not often a local computer shop, internet cafe or library could help. Without a look at the paperwork the experts are unable to give any considered help.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I can go to the library on saturday and see if anyone can help me then, but I had just hoped for some general advice.

Cut out some suitable sized scraps of paper to cover the personal details and then take a photo

MS Paint can edit the pictures as can a lot of other free programs.0

As Coblcris said - if you're not sure how to do it, find the file, right-click on it, select "Open With", select "Paint".
Then simply draw boxes over the details you want to obscure, save the file, and upload to tinypic. If you need help with uploading, I've popped some tips in the "Welcome" sticky on the board
