i concede I was probably unnecessarily rude and apologise for that.
I still think your initial post #5 was rather odd, nay stoooopid as 'money saving' advice? Surely he is entitled to establish some basic facts before being advised to just pay up? Some people don't have £20 to just throw away.
You may have noticed that I now agree that he should pay. Only because for the sake of £20 it isn't worth spending time researching the possibility of the use of that particular legislation being legal. Some people might still pursue the still unknown possibilities as a matter of principle. Personally, with the only recourse being to Maggies and the prospect of having to educate a grumpy old git of a Mag, i wouldn't.
If it had been the Council he would have been facing a £50 or £70 penalty with discount to £25/35.
Please do bear in mind that tens of thousands of various kinds of parking ticket are illegally issued in this country regularly.
