OCX not permitted by windows ????

Hi ya, I was wondering if someone can help. I am running Windows Vista and I am trying to view a Webcam from a hotel. It keeps telling me that OCX is not permitted by windows. What can I do to get this to work. Many Thanks

I use IE8. And by going to Tools - Security - (uncheck) Enable protected mode
I solved the exact problem that gives error msg like "No Windows Permission to download OCX".
