Best BT Wholesale package with static IP?

Have searched this forum for answers but too much info!!!! I think my circumstances are different so I am posting a new thread.
I live rural and SamKnows gives me this information about my exchange..
Broadband availability overview
ADSL:Yes
SDSL:No
LLU services:No
Cable:No
Wireless:No
BT Wholesale information
ADSL status:Enabled as of 17/08/2005
ADSL Max status:Enabled as of 31/03/2006
SDSL status:Not available
21CN WBC status:Not available
21CN PSTN switchover target:Q3 2011
Wireless broadband availability
LTT Broadband: Not available
Now Wireless: Not available
OnLincolnshire: Not available
Urban Wimax: Not available
Kijoma: Not available
EMNET Notts: Not available
Orbital / VFast: Not available
Cable broadband availability
Virgin Media: Not available
Smallworld Media: Not available
Yet if I put in my number and postcode to SamKnows it tells me ALL these services are available..

When I go onto say o2 it tells me I am not in their network area, so I believe the exchange info is correct.
I am currently on Pipex Max getting upto 8mb (usually about 5-6) with unlimited download and no restrictions, paying £24.99 per month. I am out of the initial contract so can migrate anytime.
I run a web server from home and need to have a static IP address in the package. My download use each month varies between 2gb and 40/50gb (lots of video on demand etc) so really need an unlimited package.
Any thoughts? Oh no cable service anywhere near us.

Oh and one thing that has just arisen.... Tiscali (and therefore Pipex) has just been bought by TalkTalk. Should I hold on and see if they offer anything to Pipex customers?

Did many years with Zen as a happy customer.
I note BT Business connections do static IP's at reasonable rates.
Alternatively hear good things abut PlusNET tooStarting Debt: ~£20,000 01/01/2009. DFD: 20/11/2009 :j
