pin locked phone HELP!!!

my brother in law recently won a silent auction held by his local RAF police for a samsung d500 phone.
Unfortunately it appears to be "pin locked", i.e the owner before losing it changed the default/factory code of 00000000 to their own memorable one.

after calling me (i have the same type phone) i asked him to try the 8 0's code as per the handbook but to no avail and he has had a message appear saying he has 9 more attemps left.

i am really needing to know 3 things.
  • is there anyway to "bypass" the security pin and access the phone?
  • if he does manage to access it, will it be shut down by the phone company if he uses it as the owner no doubt has reported it lost?
  • will the phone co' still be able to shut it down as it's been 6mths since it was first handed in to being used?

    Sounds more like a sims lock than a pin lock...I'd assume the phone is locked to one network provider. They can be unlocked sometimes by code..check the mobile forum...if the code doesn't work, then it has to be unlocked by cable or clip...costs between £5.00 - £10.00 for market traders to do.

    3) will the phone co' still be able to shut it down as it's been 6mths since it was first handed in to being used? - If its barred its barred, it won't matter if its not been used for six months or six years
