Maybe not. If you get alot less than you'd normally get, you can tell them that you can't get by on the payments they are going to give you and they may take less off a week/month...it'll take longer to pay back anything you may owe them but hopefully it'll not sting you too badlyStarted PADdin' 13/04/09 paid £7486.66 - CC free 02/11/10

Tax credit awards will always be based on your previous year actual income, unless your current year estimate is a lower figure. This could be why some people haven't been overpaid despite underestimating their 2008-2009 income in the 2008-2009 tax year (if your 2007-2008 actual income was lower they will have based your 2008-2009 payments on that).
If your current year income is £24000, maybe you are being awarded WTC based on a previous year income that is low enough?
£24k is last yeasr income, this years will be slightly higher, which i did tell them on the phone0
