When roaming with an UK mobile - some networks charge for receiving texts - e.g. Orange

T-Mobile who i used to be with didnt charge for receiving texts. Dont know how it is currently

Yes receiving text is a free service you get whilst roaming abroad.
Not sure about the SMS from website but try this text

"Give me a miss call if you get this message, yourname"

I hope it will help, it surely helped me :)

I don't know much about free messaging sites, but if you are sending to a UK number then they will not be charged for receipt.
