Student Mobile Phone Deals - worth it?

Not sure if this should go in this or the "student" section - so move it if needed.
Ok, my sisters currently has a contract in her mums name, as she is now 17 (18 in Sept) and i dont think you can get a contract until your 18, and we thnk contract deals work out cheaper/better value than payg. The contract is up now, with BT Mobile.
Do students at FE Colleges, get the student mobile deals offered? Are these worth it in the frst place? If she's 17 now, she is a student and has an NUS card, can she get oe of these deals in her name - and start paying for it herself!
If she goes onto a 12month deal - which they have offered at £15pm, 200mins and 50txt (same phone), then she would be in the same position again next year - i.e. at college, and not uni, but 18. Or she doesn't have to wait for a student deal and get one in her name this time next year?
The other option is to go on an 18 month contract, in here mums name, and wait until she goes to uni (assuming she actually reads a book before then!).
She isn't too impressed with new phones around, and is happy to keep her d500, though she wants the sony w810, when that comes out!
