If you have inadvertently been involved in an off ebay deal, paypal will use the buyer complaint policy to deal with your claim and full recovery of your payment is not guaranteed.

Hopefully the seller is telling the truth about not being able to access his paypal account and that the money is being held, as under the buyer complaint policy paypal will only be abe to refund you if there is money in the sellers account.

If you have only opened the dispute do not forget to escalate to a claim within the next 20 days.

If it were me I would escalate to a claim ASAP

Sounds sooooooooooo dodgy from where I;m stood! Sorry but looks like you've learnt the hard way about dealing off Ebay. He should get reported for that. I'd go the PayPal route first & I really hope you get your money back & that he hasn;t already withdrawn it & legged it. Some nasty greedy people out there.

If the seller sent him an invoice he's covered for non delivery. End of.

As long as the goods are stated then yes buyer will be fine. OP, did the invoice actually state clearly what you were buying?

As for all the ninsense about paypal suspending his account, if he's right he was probably scamming but more likely he is just trying to stop you getting in a claim too quickly by going for a bit of sympathy.

This is almost certainly a scammer, get that paypal claim in for non receipt ASAP>
