What's the difference between POWF and FreeSat? I assumed that if you stop paying for POWF you your card was automatically FreeSat?
Why is it in the above link you can receive more Radio Stations on FreeSat?

Can FreeSat receive Sky non-encrypted channels like CCTV-9 and PCNE Chinese channel?

If you have a dish that was installed by Sky, it will be pointing to the Astra 2A, 2B, 2C, 2D and Eurobird 1 satellites.
So you should be able to manually add any extra free-to-air (FTA) unencrypted channels to your Sky box or any other box, using the info on websites such as the following:

Out of curiosity, is it a Panasonic ?
If it has got a Freesat tuner built in, then you will need it connected via a satellite dish

No, its a Samsung - weve had it about two years I think from John Lewis. Before that we had a big fat tv with a digital box blue tacked to the top of it
for the free view channels.

You will get more channels with Freesat, but you will need a dish. Whether all the extra channels are actually worth watching though is another matter.
