With a 12/18/whatever month contract i'd agree, but with online billing you can always keep tabs on usage on the kid, and they know the punishment if they go over, they pay or you cancel, this is an feasible because it's a rolling contract, as a teenager would you risk not having a phone just to go over the limit?
Kids can get a job from 16, and many do, they shouldn't get penalised just for being under 18, even the state considers them an adult!0
