Thats very interesting. You mean somebody could claim and receive money that they are not entitled to, and then it will not be recovered?
What incentive would that be for people not to claim? :rolleyes:
I don't think there is supposed to be an incentive NOT to claim.
The idea is that people claim and the DWP make a decision as to whether they are entitled and later on whether or not they will be sanctioned/suspended.
As ESA says any money paid up to the period of sanction will NOT be recovered as it is NOT an overpayment.0
