Water grant

Hi,

i was watching Martin on GMTV yesterday saying about utility grants and thought i would give it a go as i still owe around £60 for last year and this years as well (getting demands for £261 right now) but the guy on the phone said i didn't qualify because i don't owe enough from last year, yet i'm still getting demands for the full £261. Does anyone know the actual policy with these grants? I'm with three valleys water.
