Phones4u - Porting to Vodafone

Wonder if anyone knows why phones4u wont port number to vodafone if you buy a mobile through them or upgrade etc?
My only thought is that its a technical thing but still seems bizarre. I was looking a deal which I like on vodafone but cant go for coz of this as my existing number is with o2.

Hi,
Vodafone will only allow a number port to be done at the point of sale -this is a Vodafone policy.
Number porting can be done at our Phones 4u stores as long as you have your PAC code available when taking out the deal. Your PAC code can be obtained from O2 when cancelling your existing contract.
Unfortunately we are unable to perform this action on web deals and on deals purchased over the phone.

I am assuming that this is a genuine Vodafone reply, but can I get this straight. If you take out a Vodafone contract anywhere else but at a retailer's shop, you can't port your old number, even if you have a PAC code ???
If that is right, then no one would be able to get a Vodafone contract and a decent cashback deal. Orange must be laughing all the way to the bank!0 -
