Dont upgrade until within the last 30 days and you already have requested your PAC code, then they get desperate and bring out retentions offers which are nearly always way better than standard upgrade offers0

This. In fact, I'd say 30 days at the very earliest. Personally I didn't get the deal that I eventually took until six days before the end of my contract. I would request your PAC code straight off. Negotiate a bit first and see what you can get, and then request it. That's when they tend to bring out the best deals. Personally I managed to secure a superb retention offer without requesting my PAC code, but then again I took the inadvertent step of actually agreeing to a higher value contract and then rescinding it within 7 days (on the sixth day, actually), because I wanted to 'ensure that I got the right deal for me'.
