i use http://www.streamlinenet.co.uk/wh.php costs me £13.99pa for a 2 year deal. Free domain registration or transfer 150mb space and unlimited traffic, plus email hosting. They do not support Frontpage links (unless you pay extrat) BUT you can always create your pages in Frontpage and download a free FTP programme like FTPSurfer and bob's ya uncle.

There's really no need to be paying over £30 per year for a domain and hosting now unless your wanting something special.
