Best mobile internet contract?

I am after a 3G contract mainly for internet?
I dont have land line or internet at home but hardly ever there anyway. I need to get online out and about in London.
I want something that is good for internet with keybord, but has to be mobile. Even something to plug into my laptop would do. But I am wondering if there are any super small laptops out now or soon to be out that would do.
Any suggestions gratly appreciated.
