Download form V756 from the DVLA website

This will get you a V561 Certificate of Permanent Export.

This will not normally work if a V5c Registration Certificate has been issued to the registered keeper - as it states on the form.

The only other thing you can do is send off the Section 11 Export slip plus above form, plus letter explaining that Serbian authorities NEED Export Cert. If you have anything in writing stating this then include also.

Send to Exports Dept at DVLA and they hopefully will issue the Export Cert in this case.

I have a V561 in my office drawer which suggests differently
