Whilst it may be a bit annoying that the machines do not give change, the answer is entirely in the user's control. Perhaps the op would prefer it if the charge was a £1. It always surprises me to see the number of people who turn up in a pay car park and have absolutely no change on them. Yet they knew before they set out that they were going to use a pay car park. I suppose that they are the same people who are in front of me in the supermarket queue, who seem to be absolutely staggered at having to pay for their purchases. They are close kin to the people in the traffic light queue who are completely unprepared to move off when the lights change. It is called anticipation. Anticipation! Got it!!
