T-mobile PCMCIA 3G modem - unlockable?

I use this modem when roaming in Europe at great cost. So I wondered if I could get a local 3G SIM whilst away that I could use in the T-mobile modem. So are they unlocked anyway, or are they locked like a phone which can then be unlocked using the sites listed by Martin? TIA
