Other owners would go on holiday and put their dog out on the street, then show up at his premises to reclaim it on their return. It was apparently cheaper than putting the dog in a proper boarding kennel, and more reliable than getting a friend or neighbour to look after the animal while they were away. He could actually name a number of people who did that more than once! Most people are responsible dog owners, but an awful lot aren't.
This is happening in Belfast too, one couple phoned up to find their dog had been re-homed because the dog warden knew fine rightly what they were up to. Unfortunately people like this are likely to just continue the cycle of neglect with other dogs. I can't understand why anyone with such little regard for their animal even bothers to get one in the first placeWe're going to try to socialise our wee girl with my mum's so we can leave her there with the cat when we go on holiday, I haven't the heart to go away and leave her in a kennel, never mind roaming the streets!

A lack of education is behind the bad attitude - it's "only a dog" people say.
But dogs are such wonderful creatures - look at this lovely story on the BBC's website:

Not to mention all the sniffer dogs, rescue dogs, assistance dogs, PAT dogs, dogs which detect cancer etc etc etc... How anybody can say "only a dog" is beyond me.0
