Because it needs to be specifically in the 'C:Windows' folder. Thats where IE7 needs the msn.ico file to be.

No. Right click - Copy. Then open My Computer and navigate to 'C:Windows' folder.
With that folder open Right click and paste. Verify that you see the 'msn.ico' file appear.

Right, I've managed to get it into tools > toolbars > customise, when I click "add > " it's transfered over, but not showing on the toolbar, I've closed down and reopend IE, but still not showing on the toolbar.

Strange. Are you sure its not just hidden on the the end of a toolbar that just needs expanding? Or try moving it up the list in the Customise toolbar list to see if it appears.

edit - If you have no joy I'd be inclined to do a System Restore to the most recent point before you amended the Registry.
    Instructions here -
    http://support.microsoft.com/kb/322756
Scroll down to the section 'Restore the Registry' and follow the instructions for your OS (XP/Vista).

I tried that, but my MSN icon still not showing on the toolbar

As you can see from the image below image, I have added it to customise toolbar button

Then it should be in the command toolbar. Click on the double arrows >> on the extreme right of the screen to the right of where it says 'Tools'. The other items you have listed - 'Help', 'Web Traffic...', 'Read Mail' buttons should also be there.
The Toolbar should be expandable. If not you can move Messenger up the list as I said.

If its not visible in the dropdown then I'd suggest there is a problem with the installation and I'd go for the System Restore option mentioned above.

Yes, they are there, but how do I get them onto the toolbar

At the top of the screen go to View > Toolbars and untick the 'Lock the Toolbars' option. You should then be able to expand the Command Toolbar (hover your mouse over the dots to the left of 'Home(House-type) button and the pointer should change to double arrows. Drag to the left until the Messenger icon is visible.
