Why isnt 08** include in inclusive minute

Just wondered are there any sound reason why most network provider dont include call to 08** in their inclusive minutes?

As far as I can see calling 08** number from a landline is cheaper than calling a mobile number.

These are special type numbers, for example 0800/0808 numbers rely on the called party paying for the call; they are free to the calling party. Numbers starting 0870/0871 are revenue sharing, where the called party gets a cut of the calling fee.

The 02 network includes calls to 0844 0845 0870 0800 0808 in its bundles. But 0871 numbers are excluded.

Yes. It is because operators can make more money from charging higher rates than to 01/02 geographical numbers. This is especially disgraceful when you consider that a "freephone" number 0800/0808 can cost more than a call to a geographical number even though the mobile provider will be paid for it when they won't be for the geo!

0800 are chargeable on all networks now

That is incorrect. 02 allow calls to 0800 from the bundled minutes.
