What if you watch videos that someone else has recorded off the tv?

Having read that site www.bbctvlicence.com the letter he has received state that:

You need a TV licence if you use a computer or mobile phone, or have a DVD or Video recorder.

No, you might need to re-read the letters then.

    It says;
By law, unless you have a valid TV License, it is a criminal offence for you or any member of your household to watch or record TV programmes as they are shown on TV, using any of the following equipment: colour or black and white TV set: DVD or video recorder: digital box: computer: or mobile phone.

I have emboldened the bits of relevance and ignoring their strange punctuation shall attempt to rewrite what they mean.

If you do not have a TV license and watch live TV on anything that can receive a TV signal then you are breaking the law for example that includes a computer with a TV tuner card.

If it can receive TV, is plugged into an aerial source and you are watching live TV you will need a TV license.

If it can receive TV, is not plugged in and you watch pre-recorded TV shows or DVDs then you DO NOT need a TV License.

It does say that they "will send a enforcement officer round to see if any of the following are being used illegally:"

"1) Colour or Black and White TV
    2) DVD or Video recorder.
    3) Digital Box
    4) Computer or Laptop
    5) Mobile phone"

It say that "If any such equipment are found to be being used you will be cautioned and your stantement taken in accourdance to the criminal law".

Its on the last latter under "WARNING OF UNLAWFUL ACTION"

    :)

Ah the April 2009 letter - well that is clearly wrong then, on their part.

It still stands that a TV license is only for equipment that has a TV tuner that is capable of receiving a live broadcast and is being used to do so.

All of the things they listed could include a TV tuner - although probably not the DVD player unless it was specifically a box that contained a tuner and the DVD part was for recording or it was a DVD/Video combo.

Actually, a few months ago I bought a new DVD player after my old one packed in. I was looking for certain features eg: integrated DivX decoder, and though I don't use it there is also a built-in freeview tuner. This unit is not capable of recording.
