Maybe the OP should actually first look at the what network coverage is like in the areas he/she frequents regularly, to ensure that they discount any networks which have an unacceptable level of coverage. Then look at the deals available from the networks that they would consider.

Alternatively they could always post back here in a few months to moan about not getting a reception.

However I do believe the Lebara MVNO offer better than average rates for international calls, as their target audience is mainly ethnic and immigrant populations of the countries that it operates in: http://en.wikipedia.org/wiki/Lebara

I think they piggy back onto the Vodafone network, which is no bad thing, but may not suit all.

don't know if this is an option for you but I use skype on my mobile to talk and message internationally with friends. All you need is data. I'm on a monthly plan so no idea if data is available on payg but data it is available on sim only monthly deals starting from about £15 or so.

to talk and message for free each individual will require to have skype software installed on their phone, but skype also offer a subscription or payg service where you can call international mobiles and linelines from as little as 1.2ppm. Recent update has greatly improved this. Also forgot to mention that if you use a wifi phone it'll work over that too rather than having to use up your data allowance.

    See skype for more info

I have never used Lebara Mobile, but I only suggested it as it offers cheap international rates using the Vodafone network.
