I think they froze it at a certain year. 1973 I believe but can't be sure...

It was brought in in 1997/8 for cars over 25 years old, i.e. Manufactured before 1973. Unfortunately it's stuck at Manufactured before 1973! There are some nice 1972 Granadas out there though ;)
    Can I help?

I think there's a limit to the miles you can do on an exempt disc

Labour changed it so that it stuck at 1973 rather than being 25 years on the basis that older cars pollute more. When you take into account the amount of energy used to scrap an old car and build a new one that argument is complete rubbish, they were worried about losing revenue.

The limited mileage is not to do with the tax exemption but the classic insurance that most old cars have.

There is no upper, middle or lower class. Simply those that have class and those that don't. ;)

I haven't seen any mileage restriction. The only thing I have seen is a restriction on commercial usage which would include, I assume, vintage Rolls Royce wedding cars. To quote from DVLA's website:
Old Vehicles – vehicles constructed before 1st January 1973 that are not used for hire or reward or in connection with a trade or business.
