KC Customer HULL-advice needed

I recently received my internet bill and thought i was paying a high price for a service not so great. I telephoned my provider KC (kingston communications)to query this, I was advised that i am on an old system and that a new system came into place over a year ago. Although, the new system came into place you are not automatically switched over, you have to request the switch over which i was completely unaware of.
For the last year or so i have been paying £18.99 per month to receive upto two gigabyte per month (i was advised i never use more than two gigabyte)then the speed will slow down. On the new system i would be paying a few pounds less each month and would receive upto 10 gigabyte a month and the speed would be 5 or 6 times faster than what i am on now.
For the past year my computer has been very slow and i have not associated this to the appalling service I have received from KC and therefore i purchased a new computer-Recenlty a friend has advised me The old system slows your speed down when you are about to reach your limit or if anyone shares the same bandwidth but are on a newer package or on the higher older packages you get less bandwidth which gives you a less of a priority over the speed on the internet.
I have complained over the telephone only to be advised customers have a choice and a lot of the customers prefer the old system. This is due to the fact the old system is unlimited upto two gigabyte where as the new system is capped to ten gigabyte. The advisor also mentioned that they have advertised on billboards and on their website and a letter has been sent out to customers. I have never received a letter, however i may have received a leaflet stating the new packages but been a novelist i have nothing to compare against!
Although i am now better off on the new system i feel i have bought a computer unnecessarily which i could have done without the expense as things are rather tight at the moment. I feel that when the new packages came out i should have received maybe a phone call or a letter advising of the change and that i would possibly be better off on the new system (which i definately am as i am paying less and getting a faster speed).
Companies are so eager to pull in more customers but why is it,they cant look after their existing customers! I feel i have been ripped off and taken advantage of as KC monopolise the area as they are the only service provider that is available in Kingston upon Hull and the people of Hull have no choice but to use KC as their provider for both telephone and the internet service.
I want to let people know in the Hull area if your computer is slow it may be to do with KC, your may be paying more for less service when their may well be a better package as i now know.
I would really appreciate any advise as i feel KC should recompense me and are not! Has any-one else come across this with KC.
