Item returned to sender - sender now ignoring my emails

I bought an item on eBay on 8th March for £4 + £6 postage. The item was sent by the seller but when it came we were at home but the lazy postman didn't bother knocking and only posted a card through the door.
Dut to my job I was unable to collect it from the Post Office personally but arranged for my girlfriend to pick it up instead. She was able to collect it but only on the 7th day after the failed delivery.
She went to the Post Office on the morning of the 7th day but the assistant refused to hand it over without my girlfriend producing any of my ID first and was advised the parcel was to be retured to sender at 12pm that day.
Being unable to get home and back to the Post Office in time with the ID my girlfriend pleaded with the assistant and the assistant's manager but they refused to budge and the parcel was sent back.
I emailed the seller that evening (23rd March) and even offered to pay for him to repost it but received no reply. I've sent the seller three emails altogether now and altough he replied to my second one (on 31st March) claiming he'd not received the return from Royal Mail but saying he would post another one out that day, I still haven't received anything and now he's gone all quite again.
Haven't had this situation occur before when buying on eBay so just wondering where I stand and what I should do next?

Onto the subject matter:
Can you take up a complaint with PayPal if that's how you paid....
I have had "delivery problems" before with cute vendors not playing ball; but I found BCCing them in on a very loosely worded email send to the trading standards people worked a real treat and got action without Trading Standards being needed within hours0 -
This is one area though where paypal have often decided for the seller as seller can prove item was available at the address for collection. You being the biggest.Can you take up a complaint with PayPal if that's how you paid....
Paypal will find in the favour of the seller as they have met their side of the transaction and the item has been available for collection, which is all paypal require.
I would suggest you read up on paypal T&Cs as you keep showing your stupidity.Terms & Conditions Apply0 -

So... the postie loaded your parcel onto the van, they walked to your door (after driving to you, I assume
), filled in a card... and was too lazy to knock.

Paypal need proof of delivery (specifically, a tracking number). So you are calling the postie lazy? How about you are the lazy one that couldnt be bothered reading the red card posted through your door that states you must produce ID and if someone collects on your behalf, they must show your ID for you.0

Wrong. If it is tracked and there is proof of attempted delivery and then that is all paypal now require.
I have just gone through this same situation with a buyer.
