OP you have a landlord? even better! get them to deal with it instead of the council! (may even be a bit faster!)
First let them know this is happening, then they may worry it would incourage other ASBO type people who would bringdown the overall demand in price for the property.
Then let them know its affecting you so badly (you are unwell?) that you are seriously considering moving (weather or not you are) this may get the landlord to actually do something.
But tresspass is tresspass, as far as I was aware, if its private land there are laws about it. If all else fails, get the police involved.
Nip it in the bud, and don't waste your money on trying to get pictures of them, you will probably find some stupid law protecting the criminal and their "rights".

If we wait for the landlord there'll be a bread mountain to rival the EU wine lake. The police, quite rightly, have higher priorities - so far there's no actual 'harm'. We don't want to be nasty about it but this does affect our daily life. So, if it's who we think it is then, as long as we have evidence of his behaviour, if he fails to stop of his own accord we'll give the info to the police and to his employer if he's in uniform.Eat food. You can buy a very cheap simple camara that fits via a scart lead to the video and set video recording, if something happened then just watch the video, you can get a four hour tape, which could be set at differing times..0
