Right need some help:
I've just sold this phone on ebay http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=9108583788&rd=1&sspagename=STRK%3AMESO%3AIT&rd=1
- the winning bidder has a feedback rating of 0 and apparently lives in Poland. Today I have received an email from paypal_onlinepaymaster@usa.com (obviously a scammer!) saying paypal have authorised payment from the winning bidder blah blah...
Obviously I'm not going to send this phone to them, but what should I do regarding reporting them/letting them now I'm not sending the phone?

I just had a similar thing. Sold a phone and a new, registered bidder just bought it! Really annoying. Anyhow, I refunded his paypal payment and offered a second chance bidder the phone, which she then bought.
Not heard anything from the winner since and no negative feedback as of yet.something missing0 -
Davery - seems your top bidder has been busy, he only joined yesterday and has been bidding furiously on high end items, see HERE
Send the e-mail to spoof@paypal.co.uk and offer it to the next highest bidder. If the 2nd highest doesn't take it, file a NPB report explaining what happened.I only exist in my own mind - if you can see, hear or read me, you are a product of my imagination.0 -
Thanks for that, I have offered it as a Second chance item.
Should I email the winning bidder saying that I will not ship the item to them or just let paypal deal with it? I'm now worried I will get negative feedback from them!0 -

If you go through the NPB process and the buyer does not respond he loses the ability to leave feedback for you. So try that.

When setting up your auctions it's down to you to state the terms under which you will sell it. For example you can stipulate only bidders with over so many positive feedback, or only uk bidders.
If you're not willing to send it to Poland or to a new ebayer you should state this before starting the auction, then they are prevented from bidding.
Having said that, yup it does look iffy in this case so better safe than sorry. Even if you sell on ebay you're not under a massive obligation to sell something, just withdraw the item as no longer available for sale. Also even with a second chance offer the 2nd bidder has no obligation to buy and often doesn't buy.
Probably better to withdraw the item, file a fee claimback and relist with the auction set up properly to cover yourself.0 -

Thanks for that I usually have those settings - I've recently been using Turbo Lister, guess I haven't configured that properly!
Also, I've just noticed the bidder's location is apparently Netherlands not Poland (Poland is a genuine bidder on another item) but I don't know how they expected me not to notice the difference when I post it to Nigeria....0 -

Hi,
I wondered if you could help me. I have a similar problem, I have just had an auction finish for a mobile phone and tom tom where we clearly stated we would post only to the UK. The winning bidders address is in the Netherlands and wants us to send it to his fiances address in Africa. He had 0 feed back which didn't bother me because I also have none as this is my first auction and we all have to start somewhere, but I don't know what to do now because this person has a "fastermail" email address and I'm unsure of using it but I also don't want a negative first feedback. Help what do I do now ?0
