Best ISA fro transferring

I have about £6000 in last years Alliance and Leicester account. Looking round I think the Natwest E-ISA pays about the best rate. As I have my current account with the Alliance and don't really want to move it, would getting a Natwest online savings account and ISA be the best way forward. Does anyone know how long they take to set up? Or is there a better ISA out there.
Any advise would be appreciated.

I'm not going to be a rate tart this year after the farce that (Barclays made last year and Lloyds)
This year I am transferring all my ISA's to:

Fixed at 3.1% until next year, allows withdrawals and transfers in, and is a part of the HSBC empire (so reasonably stable). Then I'm going to watch the rate plummet on the Natwest e-isa and feel good with myself for not putting my ISA in the hands of the RBS group.My farts hospitalize small children

That seems a good deal as it allow withdrawals, so if I transferred now and by some miracle rates rise I could then transfer to another provider.0

I haven't seen anything saying you can't do this. I've read the website, and the product details. I've applied and I'm awaiting their paperwork to sign. If I notice any restrictions like this in the T&C's I'll be looking elsewhere.
