Change the SA03 to SA04 and you get Free Freak Control Hair Set. No more details other than that - although I am hoping its actually TIGIs Control Freak Hair Set - great for the frizz!!!

Probably because the mag has just been received by subscribers & hasn't hit the shops yet. The offers usually start at least a week after subscribers receive their mag.
