Why are the 'phone unlocking threads being locked?

Could somebody explain why the 'phone unlocking threads are suddenly now being locked?

For example:

Locking a thread which discusses "The law regarding unlocking a mobile 'phone" would seem to be the ultimate in ironies.

I am totally bemused by this.

More than likely it's because it should all be covered in the "Stickies" at the top of the page.

"Should" being the operative word.

If it were, which it isn't, people wouldn't need to start new threads to discover things which it doesn't.

But my point earlier was that if they need to ask a question, it should be in the sticky, not a new thread!
