Tesco anytime scam?

i recently upgraded my dial up to the anytime package that tesco's were doing, yet on converting i had problems which meant my access to the internet was denied.
After extensive calls to Tescos helpdesk- during which i discovered they had no idea what they were talking about- we got it sorted but the dial up was bringing about a funny number 147012630800... to access the net.
Luckily i finally managed to ge the access number out of them and set up my own internet connection which gets rid of the 1263 prefix.
When I asked tescos about it, after checking they confirmed that the number had only changed that morning and that this was the prefix given to them by BT and this access number should still be free.
However I was suspicious and checked with BT who say that numbers dialled to this number are charged local rates, hence for each connection it is no longer a one off monthly payment but you will be charged every time you connect.
Is this right- or does anyone know any different?
