I've painted over tiles with ordinary vinyl matt or silk emulsion paint (it started as an accident that was difficult to remove, so I just carried on painting). To date, I've painted the 'chicken' tiles in the downstairs loo about four different colours; the horrible kitchen tiles (over the last 14 years, the kitchen tiles have been emulsioned in lemon, blue rag-rolled effect and plain blue). I even painted the bathroom tiles in my previous house, and that stayed looking good for a few years. I've never had a problem with flaking or peeling and I can wash the painted tiles just as easily as I do the walls.

I used International one coat (actually needed 2) tile paint a couple of years ago as a temporary job for my bathroom until I could afford to have it replaced (which is in progress now). The paint was fine on the tiles that didn't have too much physical movement around them, but peeled off on areas where bottles etc were being placed on the tiles, and around the place where the tiles meet the bath & basin.
Let's settle this like gentlemen: armed with heavy sticks
On a rotating plate, with spikes like Flash Gordon
And you're Peter Duncan; I gave you fair warning
