Transfer from Scottish Widows to Natwest & RBS

Hi everybody - can anyone advise me on these 2 queries please?
1. Do Scottish Widows charge anything for transferring money out of their e-ISA to a new provider?
2. If I transfer to Natwest & RBS (currently top pick for transfers), will I become eligible for their 3.51% AER (which is only available if you've more than 10k in) if my balance becomes more than 10k a couple of months after the transfer?
