The grant from the LEA comes at the same time as the loans from the LEA - they have the same payment date. Grants from the universities generally get paid a few weeks later.
If you need money to pay a deposit on accommodation prior to getting your loans, you can use the overdraft from your student account. It's what most students I know do for their deposit for accommodation.
