All you can do is ask them and explain why. They don't have to do it because you signed a contract for however long.

Try ringing back and ask to speak to a team manager.
Mortgage free as of 10/02/2015. Every brick and blade of grass belongs to meeeee. :j

You can usually only downgrade your tarrif in the last month of a contract-you don't say what contract you are, on but I am guessing it's 12 months?
So I suspect you are around 9 months into your contract and they will let you downgrade in month 11.
In these circumstances all you can do is ask, but they are entitled to hold you to the original contract which is what they have told you when you contacted them. You've not wasted £140, you 've wasted the difference between that and the lower tarriff, maybe £10 a month each if you reduce to £25 per month.
Bear in mind that if you downgrade, you are starting a new contract which may be 12 or 18 months. Might be better in your situation to wait until you are OOC and then go PAYG.

    The short answer is 'No'.

The reason for this is the price of your (subsidised) handset is based on your tariff commitment. You are lucky you are not with T-mobile, who do not allow any downgrading of tariff during your minimum contract term.

At least you are within striking distance of being able to reduce your costs, but the whole point is the contract and the fact you have a formal commitment that is much as binding on you as your mortgage, council tax. So you really need a contract mobile as a hole in the head.

I'd suggest that to prevent ant unpleasant problems with your credit file, keep to your agreement, reduce your tariff at the earliest possible date. Do NOT be tempted to upgrade at any stage. Once you have completed your minimum term you can always leave after 30 days notice without penalty, which places you in a slightly better position than the tariff available to PAYG customers.

PS: you could also ask if you can extend your payment on the current contract, eg pay £10 a month less or something. They may not go for this but you've nothing to lose by asking.

    6. You may change your price plan for free to the price plan with the next lower monthly cost to your current price plan once each month after the nine months following your connection. During the first nine months following your connection you may also change your price plan to one with a higher monthly line rental charge. If you change price plan to a price plan of a different type then any unused minutes will not be carried over e.g. if you switch from an Anytime plan to an Evening & Weekend plan.
