who are chitter chatter?

I got a phone 3 years ago through Dialaphone, upgraded 18 months ago through T mobile website, and am up for a new upgrade on 17 April (according to my T mobile account)

Now got this letter from chitter chatter informing me "as your current contract is coming to an end, you may be eligible for a free T-mobile upgrade" How did they get my name and address? Is this legitimate? Not gonna fall for it, but just thought it was trying to con me into thinking it was from T mobile, as my 17 April upgrade.
