Who do i complain to about Tiscali service & no refund?

I've been waiting months to hear from Tiscali about a refund I am due. Their appauling service and attitude is too complicated to go into, but they cut off my service several times, blamed it on BT, still kept taking my money, and didn't reply to 90% of my emails. They didn't reconnect me after I phoned their costly lines about 8 times over xmas.
Who do I write to to get some help? I have written to Tiscali about this, and emailed 3 times. I have had no response at all. Is there a regulatory board? I was told to try oftel about a previous issue with another provider, but they didn't get involved in the issues that were involved at that time (another refund issue concerning a company change over).
