Is it lawfull for companys like barclay card to jus transfer money from my barclay account,to pay of arrears on my card,i have not given permission,or signed a d/debit ?

Yes they can. It says in the t and c that they can use funds from one account to offset debt from another0

You gave permission when you accepted the T+Cs of the card and of the current account.0 -

Yes, it's lawful for a bank to offset funds from one account to clear debts in another.
It usually only occurs as a last resort when the debtor ignores repeated requests to pay/fails to keep to agreements which have been placed.0 -
