I don't think what you want is available. The best I can suggest is a standard landline with the Call Barring option (£1.75/month extra) enabled.
Using all the available options (see HERE) will do most of what you want including allowing outgoing calls using a BT Chargecard (but not credits cards).
However, there is one major problem. Although one of the options (*344#) would let you bar outgoing calls via the operator, you cannot bar guests accepting incoming reverse charge calls!Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0 -

you can bar 0800 reverse charge calls, but not reverse charge calls made through the BT Operator. call waiting in compatable with call sign. You may also be interested in the BT Twin Talk item, great piece of equipment to use with call sign, avilable from shop.bt.com. BT 'callsign' can be used but it would mean changing your business or home number as they issue a new number as the second number with 'callsign'.
I guess it would be easier to change your home rather than your business number because presumably your business number is advertised.0
