The phone is possibly blacklisted if the SIM works in other handsets and the phone is definately unlocked to all networks

Does the sim work ok in your normal phone and just not in the new one?

Is the new one definitely an Orange network one?

It's likely to be blacklisted then :(

Contact the seller, that's all I can advise, seek a refund
  • The phone has probably been reported stolen by someone, blocked by the network and the seller has tried to profit out of it. It's unlikely you'll have any luck with the seller since they probably did it on purpose - one of the scams of ebay I'm afraid.

If the phone was described on eBay as 'working' then you should start the 'item significantly not as described' process. If you paid by Paypal you might have some chance of recovering your payment.
Also worth reporting the seller to the police as handling stolen goods.
