Getting my mum broadband

I have been looking into this the last few days but have come to the conclusion that my mum can't get broadband for under £30 a month...
At the moment she is with Pipex seen as Pipex have taken over Toucan. She has unlimited calls and line rental, what she wants is unlimited calls, line rental, and broadband access. As she hasn't had broadband before I don't want to tie her into an 18 month contract so that rules out a couple already....
The best option i found was with mad as a fish but it goes up to £30 after 6 months which is too much for her. The maximum she will pay is £25....We did consider Tiscali but she has to pay extra for the line rental as she isn't in an area that supports it which then bumps it up to over £30....
We were with talk talk many years ago but we has such problems with them that never got solved and my mum and myself as I was living there at the time had no peace with them....They were rude and very unhelpful so I don't think mum would want to go back there...
Can anyone offer any solution or do I just tell her you can't get that for £25 a month....
Any suggestions gratefully received...

What is you want for £25?
Is it line rental, unlimited calls and broadband?
If it is then it looks like either something like SKY if you have them already, or a mobile-related deal. Have you put her number into samknows to see which providers have LLU at her exchange? If so, then you might be able to get a deal that comes close. If not, then it probably will be over the budget.

My dad is on Plusnet (and me so we get free calls between us)

The real killer with what you want is the unlimited phone calls-if she can manage with inclusive weekend and evenng then you have lots of options within the budget.
But if you or your Mum have an o2 mobile (and she is on an o2 LLU exchange-check this on samknows.com) then you could get line rental from BT for £11.25, BT Unlimited Anytime landline calls £4.85, and o2 Standard Broadband £7.34. Total £23.44. You get the £5 o2 discount as long as you have a contract or PAYG mobile, the latter must be topped up by min £10 every quarter.
Otherwise Tallk Talk is a possibility with the same package at about £23, but you have indicated that you don't want to use them.No free lunch, and no free laptop
